The Contingency Review Board on Oct. 8, 2024, reviewed a consent decree in Briggs v. Friesen that a federal judge preliminarily approved on Sept. 19. The board voted to disapprove the decree after hearing testimony from Commissioner Friesen, who said parts of the agreement would bar jail-based competency restoration in most counties and allow plaintiff counsel to influence clinical decisions, and raised concerns about open‑ended costs.
