The Payson Common Council held a work-study meeting on Feb. 4, 2025, focusing on a proposed mixed-use development that would include low-income housing funded by Arizonas LIHTC program, the towns corporate strategic plan and capital improvement priorities, Ramsey (Rumsey) Park master planning including whether an aquatics facility should remain at Ramsey or be sited at Malibu, and predesign work for an event center and Green Valley Parkway extension tied to Forest Service land. Staff and outside developers outlined requests for town gap financing and program points to improve competitiveness for state housing credits; staff described programmatic goals for the strategic plan, ongoing CIP projects (water, pavement, public safety apparatus, IT, parks), and the Ramsey Park options. Council asked for more financial detail and directed follow-ups and additional briefings during the March CIP and budget process.
