Topanga-area officials, utility representatives and state legislators met to update residents on storm damage, road reopenings, utility undergrounding and wildfire recovery. Caltrans said Pacific Coast Highway would partially reopen to essential traffic at 6:00 a.m. the next day while Topanga Canyon Boulevard remained closed because crews must remove an estimated 33,000 cubic yards of mud and scale an unstable boulder. Southern California Edison described an undergrounding project along Topanga Canyon Boulevard with about 10 days of civil trenching remaining, and state legislators outlined a package of wildfire-relief bills and recovery resources including debris removal, insurance help and school reimbursements.
