Staff presented targeted updates to the citys general plan and sphere of influence, council reviewed budget priorities and several grant-funded projects, heard extensive public comment about a preschool program and high water bills, and approved multiple consent items and contract directions including a $4.24 million sports-facility bid to be negotiated down.
