At a City of Willard Board of Aldermen meeting (6:00 p.m.), the board opened a public hearing on proposed water and sewer rate changes that include a proposed surcharge for customers outside city limits. Dozens of residents from the Meadows and other unincorporated areas urged fairness, questioned the data behind a large proposed differential, and asked for clearer communication and alternatives to immediate steep increases.
