Chair opened the meeting, welcomed members and members‑elect, thanked staff and approved the October 28 meeting minutes (motion approved). Chair announced upcoming 'Christmas in the Capitol' foster‑care donation event (Dec. 12 or 13).
The Public Health, Welfare and Labor Committee heard presentations from the Arkansas Poison and Drug Information Center, reviewed managed‑care prior‑authorization (gold‑card) policies from four provider‑led plans and approved those recommendations, reviewed several administrative rules (tire accountability, EMTs, autism/ABA rules) and received an update on SNAP work‑requirements under Act 974. Lawmakers also heard a long presentation from Disability Rights Arkansas about services, investigations and access issues, including an extended exchange about human development centers.
