On March 11, 2015 the Utah House of Representatives considered a package of bills intended to expand nondiscrimination protections for sexual orientation and gender identity while adding separate protections for religious expression. Lawmakers debated the bills at length—focusing on definitions, scope for public employees, and potential conflicts with federal law—and ultimately passed three related measures to be returned to the Senate.
