Nogales Mayor and Council met July 2, 2025. The meeting opened with a moment of silence and public comments that focused on a contested library board nomination. The Nogales-Santa Cruz County Chamber of Commerce presented tourism and vendor-readiness work with a South32 partnership. Council reviewed a draft council code of conduct, received the May 2025 financial report, approved a summer camp MOU with Santa Cruz County, directed an internal recruitment for the housing director, scheduled special meetings to review the city clerk applicants, and set a study session to review city spending/ procurement limits. Several in‑kind support requests were discussed; NogiFest in-kind support was approved after executive session and a separate event request was tabled because of legal concerns about Arizona's gift-and-loan clause.
