San Francisco Board of Supervisors Government Audit and Oversight Committee held a hearing on the civil grand jury report “Surcharges and Healthy San Francisco, Healthy for Whom?” focusing on restaurant surcharges, employer use of HRAs, and whether recent ordinance amendments close alleged loopholes. Departments including OLSE, DPH, the District Attorney and City Attorney testified and the committee agreed to forward responses to the full Board.
