San Francisco Board of Supervisors Budget & Finance Subcommittee held a multi-hour hearing on May 7, 2014 to examine the "housing ladder" strategy for moving people from shelter and supportive housing into more independent housing and to review eviction rates from publicly funded units; city departments and dozens of community speakers offered data and proposals and the committee filed the items for Board consideration.
