San Francisco Planning Commission staff presented final informational briefings on the Eastern Neighborhoods zoning proposals, nonconforming-use rules and a proposed pipeline policy for projects already filed with the department. The hearing focused on parking/retail controls, protections for PDR and arts space, implementation and an extended public debate over grandfathering dates and impact fees for projects in the pipeline.
