Commissioners heard presentations and took initiation votes on the Executive Park subarea plan, certified the final EIR for 25–35 Dolores Street and approved related conditional use findings with a reduced parking ratio, and received a lengthy briefing on Treasure Island financing and proposed shifts from tax-increment redevelopment to infrastructure financing districts.
