Elkhart City Common Council met July 7, 2025. The council approved two annexation ordinances (25-O-20 and 25-O-21), approved a Community Development Block Grant (CDBG) consolidated plan resolution to apply to HUD and the 2025 annual action plan, accepted an interlocal agreement with Elkhart County for transfer of the former courthouse property (including $1 million toward demolition), and introduced new Lerner Theatre leadership and a city appropriation ordinance for the Lerner centennial (sent to second reading). Several routine resolutions remained in committee. Much of the meeting was taken up by presentations and Q&A on the CDBG consolidated plan.
