A special city council meeting that began at 6:00 p.m. was called and, after a roll call at 6:10 p.m., the council found it did not have a quorum. Because of the lack of quorum, the council adjourned at 6:13 p.m., preventing a time-sensitive ballot item from being forwarded to the county clerk for placement on the November ballot.
