AGENDA For A Regular Meeting of the City Council of the City of Poplar Bluff, Missouri To Be Held On Monday – August 18, 2025 – 7:00 p.m. In The City Council Chambers 301 S. 5th Street I. Disclosure of Interest Any member of the City Council may disclose any possible conflict of interest dealing with either any item on the printed agenda or with any matter discussed at a previous meeting. VI. Citizens' Input Each person in the audience may take this opportunity to address the City Council on any matter which is not on the printed agenda. VII. Consent Agenda The items on the Consent Agenda are approved by a single action of the City Council. If any Councilmember would like to have an item removed from the Consent Agenda and considered separately, he/she may request to do so. A. Approval of Minutes The City Clerk will present the minutes of the regular meetings held July 7, 2025 and July 21, 2025 to the City Council for their approval. B. City Clerk's Report a. Report on fund balances, investments and collections as of July 2025. b. Reports from City Departments for the month of July 2025: 1. List of Bills Paid; 2. A report from the Fire Department; 3. A report from Municipal Court: 4. Payroll report by departments; 5. A report from the Planning Department; 6. A report from the Police Department; 7. A report from the Street Department; 8. Police and Fire Pension Report; 9. Sales Tax Report. End of consent portion of agenda. VIII. Workshop Item for Discussion The City Council will consider applications received for vacancies on the Airport Advisory Board, Building Standards Board, Library Board of Trustees and Planning and Zoning Commission. IX. Action Required Items AA. Bill No. The City Council will take action on an ordinance establishing the Downtown Poplar Bluff Community Improvement District; designating the proposed District as a blighted area; appointing the initial Board of Directors; and authorizing certain action and documents connected therewith. BB. Bill No. The City Council will take action on an ordinance amending Section 120.240 “Employment of Immediate Relatives” of the Code of Ordinances. CC. Bill No. The City Council will take action on an ordinance accepting a donation of property located at the northeast corner of China and Velma Streets and owned by Spire Missouri, Inc. DD. Bill No. The City Council will take action on an ordinance amending the Fiscal Year 2025 Budget. EE. Bill No. The City Council will take action on an ordinance establishing procedures for the disclosure of potential conflicts of interest and substantial interests for certain municipal officers. FF. Bill No. The City Council will take action on an ordinance approving Amendment No. 1 to the Missouri Highways and Transportation Commission State Block Grant Agreement relative to Project No. 25-075A-1, Airport Improvement Program. GG. Bill No. The City Council will take action on an ordinance providing for the levy and collection of property taxes for the year beginning January 1, 2025, and ending on December 31, 2025, for the following purposes: (1) General Revenue; (2) Policemen and Firemen’s Pension Fund; to be levied and collected as to all property in the City of Poplar Bluff, Missouri, both personal and real, except household goods located in private homes.
