b) 2025 Downtown Throwdown requested by Jasper Disc Golf to be held at the
Courthouse Square and around downtown Jasper on October 11, 2025, with requested
blockages of: 2nd and 3rd Ave between 18th and 19th St W; 3rd Ave between 18th and
17th St W; and 16th St W between 4th and 5th Ave.
c) Jasper High School Homecoming Parade requested by Jasper High School with a
procession route along Viking Drive/19th Street with requested blockages of a portion
of 18th and 19th Streets on October 24, 2025.
d) Pets on Parade requested by the Walker County Humane Society at Gamble Park on
October 25, 2025.
8. Consider a request for approval of overnight travel for Councilmember Jennifer W. Smith
to attend the ALM Human Development Standing Committee and State and Federal
Legislative Committee meetings September 2-3, 2025, in Montgomery. (Councilmember

9. Consider a request for approval of overnight travel for Parks & Recreation employees to
travel to the Outdoor Recreation Economy Conference September 15-19, 2025, in
Cherokee, NC, and to the ARPA Fall Conference September 23-25, 2025, in Orange

10. Consider adoption of Budget Amendment #2024/2025-23 to provide funds for sanitation
dumpsters, scales and installation, and travel to the Alabama Recycling Coalition

11. Consider adoption of Budget Amendment #2024/2025-24, by unanimous consent, to
provide funds for Valley tennis court drainage and sidewalk work, a mower for the JPD
shooting range, contract grant writing and editing, and design work for a mountain bike

12. Consider adoption of a resolution authorizing Mayor Cowen to enter into an agreement
with TerraGrants+ for grant writing and editing services related to a mountain bike park.

14. Consider adoption of a resolution authorizing Mayor Cowen to enter into an agreement

commitment to provide indigent care through participation in the 350B Program of the

19. Introduce an ordinance rezoning a 1 acre +/- parcel of land located adjacent to Hwy 195

20. Introduce an ordinance rezoning 1.5 acres +/- parcel of land located at 45 Old Rock Quarry
