Ordinance Subcommittee and Torrington City Council met on 2025-09-15. The ordinance subcommittee advanced several items for public hearing, including updated building-permit fees, citation fines for zoning and wetlands violations, and a policy option to require business-access signage in construction bid specifications. The full council held an extended public comment and debate over relocating District 6 polling place; after public testimony and discussion about ADA compliance at the Armory the council voted to keep the Armory as the polling place for the Nov. 4 election and asked registrars to report back about a potential move in 2026. The council also heard a presentation on the Penrose (100 Franklin Street) riverfront affordable-housing project and approved a revolving-loan award and several budget amendments.
