For 19 years, Rick Brzezinski, our Collections & Distribution Manager, has proudly served the Orange City community. His team ensures that safe, reliable water flows to every home and business — a responsibility that requires both precision and dedication.
Behind the scenes, Rick and his team must also maintain extensive licensing to operate in this highly regulated field. Licenses, issued through the Florida Department of Environmental Protection, are rigorous and time-intensive:
• Level 3 – approximately 1 year or 2,080 hours of training and experience
• Level 2 – approximately 3 years or 6,240 hours of training and experience
• Level 1 – approximately 5 years or 10,400 hours of training and experience
These certifications ensure that every drop of water reaching Orange City meets the highest standards of safety and reliability.
Rick stresses the importance of routine valve maintenance and exercising, recommending it be done at least twice per year. Personally, he makes it part of his routine when the time changes, ensuring valves stay reliable when the community needs them most.
