β’ Council recognized September 8-12, 2025 as National Disability Voting Rights Week. Proclamation was received by Seth Wells, Executive Director, RISE Center for Independent Living.
β’ Council recognized September 2025 as National Sickle Cell Awareness Month. Proclamation was received by Letitte Buxie, Founder, Janiyahβs Love Sickle Cell Foundation.
π Special Presentations
β’ Request for the Collection and Preservation of Memorial Ribbons Honoring the Local Victims of the Hill Country Flooding: Mr. Jeff Wheeler presented an overview of an initiative to remember our beloved local Hill Country flood victims with a memorial art installation to be located within our community. The City of Beaumont and the families invite the community to contribute their bows to be preserved and repurposed in the memorial piece. Collection bins will be placed at Rogers Park in the Dowlen lot from 9/2-9/16.

β’ Items included awarding a contract for demolition and debris removal of 2360 Calder Avenue and applying matching funds for the Step Comprehensive Fiscal Year 2026 grant program from TxDOT.

1. Awarded a contract to Tanksco for the South Elevated Storage Tank Rehabilitation Project.
2. Accepted maintenance and authorized final payment for the Street Rehabilitation Citywide - Phase V (REBID) Project.
3. Accepted maintenance and authorized final payment for the E. Virginia Pump Station Trash Collector Reconstruction Project.
4. Approved executing Change Order No. 2 to the Sanitary Sewer Evaluation Work Order Contract - Phase V.
5. Approved entering an agreement with Gilbert Building Partnership for economic incentives under the Neighborhood Empowerment Zone Program to aid in development of a commercial and retail space and renovation of The Gilbert Building.
6. Approved entering an agreement with Gap Strategies for Bond Election Services.
7. Denied a Specific Use Permit to allow a retail liquor store for property located at 4515 Major Drive, Suite A with conditions.
π Public Hearings & Work Sessions
Work Session: FTA & TxDOT Grant Funding for BMT Zip
β’ Council approved a resolution to submit a grant application and execute a contract with the Federal Transit Administration (FTA) and the Texas Department of Transportation (TXDOT) to receive Operating Assistance funds for the BMT Zip.
