Chairman Viggasaw called the meeting to order, welcomed two new budget section members (Senator Lem and Representative Matt Ruby) and Brady conducted roll call, after which the chair announced there was a quorum.
Budget Section convened for a series of briefings and reports, including an OMB wrap-up of the 2023–25 biennium and current revenue outlook, an NDIT/DPI presentation on replacing PowerSchool with Infinite Campus, a Department of Corrections update on population and temporary contract beds, and a Department of Health and Human Services overview of the federal Rural Health Transformation (HR1) grant opportunity. Lawmakers asked about agency turn‑backs, stripper‑well exemptions, data migration and integrations for the student information system, prison capacity and staffing for contracted beds, and the tight timeline for the HR1 application. The section set a next meeting date of December 10 and planned interim work on the HR1 application.
