Council approved minutes, set an annexation public hearing for 890 Breedlove Road, approved a personnel-policy amendment to grant two hours of comp time for employees who donate blood, accepted a donated 40-foot right-of-way for an ABC store expansion, and approved a $70,000 budget amendment to paint the East Water Tower. Public commenters raised concerns about enforcement of a shipping-container ordinance and neighborhood litter; council scheduled a work session on shipping containers for Oct. 8 at 9:15 a.m.
