Norfolk City Council met for a regular session with public comment, multiple public hearings and a consent block. Residents pressed the council on closing the Fifteenth View on‑ramp, proposed accessory dwelling unit (ADU) zoning changes and short‑term rental taxation; council adopted several ordinances and resolutions and continued the STR tax item for further public hearing.
