Welcome to the City of Laramie recap of the City Council Regular Meeting held on August 5, 2025.
City Council held a public hearing for a resolution to approving the North 4th Street Urban Renewal Plan and Project. One public comment was received in support of this resolution.
We had a couple of announcements that included pool closures for three weeks for UV light and filter replacements and a full closure of the Recreation Center on August 26- September 1st.
The Consent Agenda was approved by an 8-0 vote and included items such as minutes, cemetery deeds, vouchers, agreements for UC Health Provider Connection Access, Life Line Billing and a contract for Summit Medical Group, LLC, membership dues for Wyoming Association of Municipalities, change in status for AB Laramie WY LLC retail liquor license , and resolutions to appointment members to two boards and commissions. The consent agenda passed by an 8-0 vote.
The regular agenda included a grant submission for the Laramie Regional Airport for an Aircraft Rescue and Fire Fighting (ARFF) Expansion, Contract for Construction Manager at Risk Agreement for Laramie City Hall Campus Renovation Project, awarded contracts for Water Meter Replacements, Traffic Signal Detection Replacements, Laramie Bike Park Project, and Mosquito Control Aerial Spraying.
The Memorandum of Understanding between the City of Laramie and Ivinson Memorial Hospital to facilitate transfer of patients to other facilities passed by an 8-0 vote.
A resolution was passed approving the North 4th Street Urban Renewal Plan and Project. This passed by an 8-0 vote.
A resolution was considered to suspend the Laramie Municipal Code 13.80.020 and 13.08.060 for collection and billing of surface water drainage utility fees, authorizing already approved expenditures, freezing new appropriations, and providing for reconsideration of Surface Water Credits and Appeals as established by Laramie Municipal Code 13.80.050 and 13.80.070. This resolution was passed by an 8-0 vote. The Council will begin considering changes to the current ordinance. Future meetings will be scheduled to address this matter.
An ordinance was considered to repeal Laramie Municipal Code Chapter 13.80 related to Surface Water Drainage. This ordinance passed by a 6-2 vote and will appear on the August 19th agenda for second reading.
