Commissioners met to handle routine business, hear public comment on city spay/neuter services and illegal puppy sales, receive a joint update from Friends of Dallas Animal Services and Operation Kindness about a merger and funding/support for Dallas Animal Services (DAS), and to accept the director s fiscal year 2025 performance report covering intake, outcomes, outbreaks and proposed changes including a draft community cat ordinance. Commissioners raised questions about donor accounting, donor/conflict transparency, service delivery, and next steps for a suspected-animal-cruelty partnership RFP. Staff said the draft community cat ordinance will go to Quality of Life Nov. 17 and then to City Council in December.
