Missoula County Commissioners convened to hear land-use petitions, family transfer exemptions, a request to create a Rural Special Improvement District (RSID 8499) for El Toro Lane, and to establish a jurisdictional advisory committee under recently passed state law. The commission approved abandonment of a portion of Clark Avenue and approved family transfer and aggregation exemptions for two properties. After hearing oral protests and supporters, the commission created RSID 8499 to pave and improve El Toro Lane and adopted a resolution creating the Missoula jurisdictional advisory committee under Senate Bill 3. Multiple residents testified both for and against the RSID, raising concerns about notice, costs, maintenance, and community character.
