The Committee on Education, Libraries and Public Broadcasting held a public hearing Oct. 30, 2025, on three items: the appointment of Carl E. Torres II as the parent representative to the Guam Board of Education; Bill 199-38, proposing a lifetime teaching certificate for educators with 25+ years of service; and Bill 200-38, to expand the Guam Academy Charter Schools Councils authority to review and approve certain charter school contracts. Testimony came from the Guam Commission for Educator Certification, Guam Department of Education officials, charter school leaders and other stakeholders. The hearing produced a range of perspectives: broad support for lifetime certification with safeguards, and divided views on expanded charter oversight and procurement thresholds.
