The Philadelphia City Council Committee on Streets and Services held a public hearing and meeting on Oct. 16, 2025 to consider four ordinances: parking regulations in portions of North Second, Champal, North Sixth and Fairhill streets (Bill 240873); sidewalk cafe encroachments at 5015 Baltimore Ave (Bill 250830) and 1526–32 N. American St (Bill 250835); and a citywide right-of-way encroachment authorization to support neighborhood beautification for 2026 (Bill 250887). City agencies and nonprofit witnesses testified in support of the sidewalk cafes and the 2026 beautification program; a nonprofit witness urged changes to insurance requirements for community-led installations. The committee adopted amendments to two bills and voted to report all four to council with a favorable recommendation and to suspend the rules to allow first reading at the next council session.
