The Newman City Council met Oct. 28, 2025, and unanimously approved two groundwater-related actions tied to SGMA: a joint powers agreement (JPA) joining the Delta Mendota Subbasin Groundwater Sustainability Agency and a domestic well mitigation policy for the subbasin. The council also approved the consent calendar, which included authorization for the city manager or fire chief to sign a Department of Forestry and Fire Protection agreement for Volunteer Fire Capacity (VFC) funding.
