The Odessa City Council held a work session Oct. 28, 2025, that included a presentation from a film production company proposing a feature film about Odessa and a request that the HOT board consider a $2,000,000 funding contribution; discussions of several municipal purchases (an ambulance power-stretcher system and annual refuse dumpsters/containers); a long discussion about creating a formal naming policy for city assets with direction to administration to form a task force; and an update on water-billing software and credit-card fees. The council scheduled the film proposal for the Nov. 11 agenda for possible vote and directed staff to return draft naming-policy work for review.
