The Fortuna Planning Commission held a public hearing and voted to recommend City Council approval of text and map amendments to Title 17 of the Fortuna Municipal Code to align zoning with the Mill District Specific Plan and the citys housing element. Changes clarify that supportive housing, transitional housing and community care facilities for six or fewer individuals are residential uses, update definitions, and replace two older qualified combining (Q) zones with a single new Q overlay in three areas (Areas A, B and C). The commission voted unanimously to forward Resolution PD-2025-3137 to the Fortuna City Council. Staff explained CEQA coverage and that some rezones were already covered by the Mill District EIR; members of the public asked clarifying questions about rebuilding and commercial/mixed-use potential.
