The Montgomery County Committee of Health and Human Services received an update from the Office of Food Systems Resilience (OFSR) on county food-security programs, local procurement and data collection, and preparations for rising demand amid federal SNAP disruptions. Staff described a roughly $13 million annual operating mix of county contracts, grants and county-run programs, and highlighted community food assistance grants (~$3.5 million/year), the MC Groceries pilot, farm-to-food-bank purchasing and food-recovery infrastructure grants. Council members pressed staff on near-term plans for the expected SNAP gap and food delivery, and staff said the county will deploy existing contracts and the grantee network while monitoring needs. Near the end of the session a staff member reported that the state governor announced a $10 million emergency appropriation for the food assistance network (not routed through SNAP).
