Pennington County Planning Commission met Oct. 27, 2025. The commission approved minutes and an agenda, moved several consent items and pulled two conditional-use reviews for Yarrow Tech (items 6 and 7) for separate discussion. Staff gave an update on the Yarrow Tech solar/wind project; the commission heard multiple public comments raising concerns about land use, water, noise, easements and foreign investment; the commission approved both conditional-use permit reviews (COCUR24-0022 and COCUR24-0023) with county conditions and noted those permits will return for renewal in one year. The commission also approved a road name change, a planned-unit-development amendment for JV Gulch LLC (PUR94-20) with a modification allowing attached garages in some circumstances, and a comprehensive plan amendment and rezone for one parcel (COCA25-0009, CORZ25-0010).
