The Willard Utilities Advisory Committee approved the agenda and prior minutes, discussed a voluntary utility "Roundup" donation program to help customers facing shutoffs, and reviewed proposed water and sewer rate increases to fund major infrastructure projects. Staff presented four rate scenarios (10%, 12%, 15%, 20%), financial forecasts showing current rates will deplete reserves within the next 5–8 years without increases, and a multi-year project timeline including upgrades to the 94 lift station, connection of the Meadows to Springfield, lagoon closure and future well and storage-tank work. Staff said a public hearing is planned for Dec. 8 and staff will present recommendations to the city board on Oct. 27.
