Charleston County described the Phillips Community Drainage Improvements Project on Bessemer Road in Mount Pleasant: about one mile of channel was regraded, seven road crossings received upsized box culverts and additional pipes, and the downstream channel capacity was increased to improve tidal and stormwater drainage.
