Clallam County commissioners held a Nov. 3, 2025 work session. After routine calendar and correspondence items, staff presented a memorandum of understanding (MOU) with North Olympic Healthcare Network about medical and behavioral-health services and then gave an extended briefing on the Washington Counties Risk Pool renewal and proposed 2026 insurance-rate options, including a discussion of rising liability claims (notably sexual-abuse/molestation claims), insurer market exits, reserve shortfalls and recommended insurance-layering options. Commissioners directed staff to sign the MOU and supported pursuing the pools lower-cost option (Option A) to keep the pool above the regulatory minimum while the pool works to rebuild reserves.
