The Russell County Board of Supervisors met on Nov. 3, 2025. The meeting opened with roll call, an invocation and presentation of a Virginia Association of Counties (VACO) Achievement Award to the Russell County Community Work Program. Two local emergency-service recognition items followed. The board held a public hearing on the Commonwealth Energy Partners (CEP) Rosedale solar project (proponents presented project size, setbacks, buffers, decommissioning and community benefits); the board heard substantial public comment and directed staff to gather more information and visit affected properties, then tabled action to the following month. The board approved a county-wide fire service ordinance, authorized a countywide Starlink-based emergency communications rollout for first‑responder vehicles using non‑general‑fund (casino) dollars, accepted transfer of a donated property for town redevelopment, voted to repeal the county’s Sunday beer-and-wine sales prohibition, and requested more analysis on a machinery-and-tools tax rate for data centers.
