Mayor Mullin called the Committee of the Whole to order and Village Clerk McClellan called the roll. Trustees Duffy, Grau, Lesniak, McGovern and Olsen were present; Trustee Sima was absent.
At its Nov. 3, 2025 Committee of the Whole meeting, the Village of Lisle board directed staff to begin an early closeout process for the Universal Technical Institute (UTI) TIF district and to prepare an ordinance for the Nov. 17 meeting. The board also discussed redevelopment of the Family Square property at Ogden Avenue and Main Street, giving staff direction to pursue a downtown TIF extension, draft a generalized inducement resolution (with Economic Development Commission review), and engage SB Friedman for a financial review (up to $65,000). Trustees debated developer commitments, demolition timing and whether an inducement should be tied to the developer's LOI; a public commenter alleged campaign contributions related to the proposal.
