The Memphis City Council met Nov. 4, 2025, and approved several appointments and a package of consent and budget items, rejected a zoning request for a used-car lot, authorized emergency relief and forgivable loans to community nonprofits in response to the federal government shutdown, and heard extended public comment about library worker pay, civil-service protections and food-desert funding in North Memphis.
