The Santa Cruz County Board of Supervisors met in Watsonville on Nov. 4, 2025. The board received extended public comment on a proposed local ordinance for battery energy storage systems and heard a presentation quantifying the surf economy and vulnerability of local surf breaks to sea-level rise. The board opened a Prop. 218 public hearing on a mosquito/vector assessment, discussed proposed focus areas for the countys Strategic Plan 2032, and declared a local emergency and authorized up to $500,000 to Second Harvest Food Bank because of a lapse in federal SNAP/CalFresh benefits. The board approved several procedural items including an emergency services ordinance update for second reading and a $900,000 contract framework for opioid settlement grants administered by the Community Foundation.
