Nogales City Council met Nov. 5, 2025. The meeting opened with a proclamation designating November 2025 as Veterans and Military Families Month and recognitions for local artists. Presentations included a quarterly update from the Greater Nogales–Santa Cruz County Port Authority, progress reports on city building renovations from McKinstry, a final plat presentation for the North 32 residential subdivision, a tourism update from the Nogales–Santa Cruz County Chamber of Commerce, and the Citys September financial report. Council approved several budget transfers to continue renovations of the Administrative Services Building, approved the North 32 final plat with a requirement for a secondary access, ratified a communication-easement payment to fund the renovation, adopted a procurement ordinance authorizing job order contracting, and ratified an HR appointment.
