The Fall River City Instructional Subcommittee met in November 2025 to hear a public comment on competency determination, review a draft competency-determination policy required by DESE, discuss and refer a middle-school CTE exploration policy and CTE admissions approach (including state-mandated lottery options), review a Derby/Durfee High School CTE admissions draft, and receive an update on district instructional priorities focusing on students with disabilities and multilingual learners. Committee members generally supported referring the competency-determination and CTE policy drafts to the full school committee for final review; several members asked for implementation details and follow-up reporting. The meeting included substantial discussion about balancing equitable access (lottery) with merit-based considerations for CTE admission and about multiple pathways for students to demonstrate mastery after MCAS ceased as a graduation requirement.
