Staff proposed pledging $500,000 of TURA funds toward construction; a motion to authorize that pledge was moved and seconded but procedural questions about whether the meeting was properly noticed meant no formal action was taken. Council/board members discussed CDBG/OHCS requirements for an operator, expected nonprofit capital contributions, site sale assumptions, and formation of a small advisory subcommittee to help evaluate developers and operator proposals. A special TURA meeting was scheduled for Nov. 5 to take any financial actions.
