The Chicopee City zoning subcommittee met to hear two substantive items: a requested zone change at 143 Royal Street to allow conversion of an existing two-family into a three-family, and an amendment to a kennel special permit at 25 Mayflower Avenue to allow up to 10 dogs. After neighbor testimony and planning department input, the committee voted unanimously to deny the zone change as a spot zone and because the applicant can pursue an ADU by right. The committee then reviewed department inspections and neighbor comments on the kennel request and unanimously approved an amendment to the kennel special permit with standard health/fire/inspection conditions; both committee decisions will be placed on the full council agenda on Nov. 6, 2025.
