The Community Vitality and Safety Committee met Nov. 6, 2025 to continue deliberations on proposed amendments to Tacomas Landlord Fairness Code Initiative (LFCI). The meeting included a public-comment period with tenants, nonprofit housing providers and small landlords weighing in on exemptions, means-testing and enforcement. Staff presented possible language for six discussion topics; the committee instructed staff to draft code language to (1) define "undue and significant economic hardship," (2) define a "small landlord" exemption, (3) add standards/accountability for selling a unit and (4) add standards/accountability for owner/family occupancy, and forwarded the proposal to the full City Council for consideration.
