Bellflower City Council on Nov. 10, 2025 approved a development agreement to permit a four-story, climate‑controlled self‑storage facility on a long‑vacant parcel near the 91 Freeway, accepting a one‑time city payment of $2,500,000 in lieu of ongoing transient‑occupancy‑tax (TOT) replacement payments. The public hearing and lengthy council discussion focused on the project design, public benefits (security patrols, landscaping, potential public wifi), impact fees of roughly $1.54 million, and the financial tradeoffs among four payment options including a $170,000 annual payment tied to a hotel TOT estimate. Council voted to introduce the ordinance and approve the development agreement with the one‑time payment option after public comment and applicant testimony.
