Chair (Randy) and members checked audio and attendance; quorum initially absent then established once Grant joined, bringing membership to a quorum (4 of 8 earlier, then quorum). Chair noted without quorum the committee could hold discussion but not vote. Attendees named included Commissioner Thompson, Jill Quackenbush, Lisa, Monica, Valerie, Linda Whitney, Amanda, Julia, Grant and others.
The Clatsop County Human Services Advisory Committee met virtually to hear a youth prevention needs assessment, discuss recent CCO/CareOregon policy changes and their local impact on mental-health access, receive provider and county reports, and process membership applications. Staff presented survey and focus-group findings and recommended next steps for capacity building and planning. Local providers described lost insurance reimbursement and service disruptions; county staff and CBH outlined available capacity and shelter changes.
