Staff explained edits to align with state guidance, clarify substance-free workplace rules (including CBD/THC), and a proposed salary-placement pathway; directors raised legal questions about affirmative-action language and freedom-of-speech limits for employee attire. The committee scheduled its next meeting for Jan. 27 and adjourned after approving minutes and routine business.
