Jacksonville City Council Special Committee discussed draft ordinance to create an Eastside community grants program funded by the Jaguars CBA, agreed to proceed with an outside 501(c)(3) (Historic Eastside CBA Organization Inc.) to administer grants, and approved multiple guardrails and amendments including removing a dollar-for-dollar cash match, requiring organizations be active/in good standing, setting scoring and payment safeguards, and directing staff to redline the legislation for the next meeting.
