The City of West Sacramento Environment & Utilities Commission received an update on the citys Climate Action and Adaptation Plan (CAP) and held an extended workshop on water and sewer rate studies. Staff outlined three funding scenarios (low, mid, full ask), a recommended mid scenario to fund critical rehabilitation and meter replacement, and described outreach, low-income assistance, and timing for Proposition 218 notices and council action.
