Haley Campbell (senior planner/project manager) opened TAC meeting No. 3, reviewed agenda and stated the session will cover disclosure of conflicts, minutes approval, legislative code amendments (mixed‑use, Climate Friendly Areas, commercial districts). Chelsea Hartman (senior planner) and other staff introduced themselves.
Technical Advisory Committee (TAC) meeting in Springfield reviewing draft zoning and code amendments to increase housing capacity, adjust mixed-use standards, and implement Climate Friendly Areas (CFA) overlay. Staff presented proposed changes to where multiunit housing is allowed, density and height standards, and options for ground-floor commercial requirements; TAC members raised questions about frontage definitions, auto-oriented uses, and industrial adjacency. Staff will take feedback to City Council and Planning Commission before beginning adoption in 2026.
